(A) The staff of the Commission is authorized to grant or deny a Certificate of Appropriateness in all cases except for items listed in division (B).
(B) The staff may not grant or deny a Certificate of Appropriateness for the following:
(1) The demolition of a building;
(2) The moving of a building;
(3) The construction of an addition to a building; or
(4) The construction of a new building.
