If an owner has fewer than ten rental properties, no more than one can be required to be brought up to standards as set forth in the chapter within any 30 day period. If an owner has more than ten rental properties, no more than two or 10% of the rental properties, whichever is greater, shall be required to be brought up to standards set forth in this code within any 30 day period. A property shall not be counted in the above limits after 30 days from its first inspection.
