§ 31.011 PERSONAL CONDUCT POLICY.
   (A)   The city is a drug-free workplace. Alcoholic beverages, nonprescribed controlled substances, as defined by Indiana law, or any other intoxicating substances are not to be consumed at any time during the course of the workday. Employees may not report to work under the influence of alcoholic beverages, nonprescribed controlled substances, or other intoxicating substances.
   (B)   Weapons will be permitted to be carried only by duly authorized law enforcement personnel. Use or carrying of weapons on any city property or in any city facility by nonauthorized personnel is prohibited.
   (C)   The following conduct and activities are prohibited:
      (1)   Insubordination;
      (2)   Fighting, indecent conduct, use of abusive or profane language or throwing objects;
      (3)   Refusal to perform appropriate assigned work;
      (4)   Damage or destruction of city property;
      (5)   Conviction of any crime resulting in confinement which limits the employee's availability or ability to work;
      (6)   Habitual absenteeism, unexcused absences or tardiness;
      (7)   Unauthorized use of any machines, tools, or equipment;
      (8)   Interference with city operations;
      (9)   Leaving the work premises during working hours without the authorized consent of your supervisor. In an emergency, your supervisor must be contacted within one hour of leaving the work premises;
      (10)   Misuse or removal of any city property from the work premises without proper authorization;
      (11)   Creating unsanitary condition or hazards;
      (12)   Participating in any act which could endanger yourself or another person;
      (13)   Failing to conscientiously perform your work assignments;
      (14)   Consistent low productivity;
      (15)   Harassing, intimidating, or annoying others;
      (16)   Dishonesty, stealing, falsification of records or unauthorized handling of another employee's time card.
      (17)   Violations of safety rules and regulations.
   (D)   Each employee will be held accountable for their actions.
   (E)   Any violation of this section will be subject to the disciplinary procedure.
