§ 31.009 RATE OF COMPENSATION FOR EMPLOYEES OF CITY.
   (A)   Rates of compensation. The Schedule of Rates of Compensation of Employees of the city is hereby adopted as if fully set forth herein. Salaries shall be paid at least on a semi-monthly basis, but they may be paid on a more frequent basis at the discretion of the Clerk-Treasurer.
   (B)   Overtime.
      (1)   Time and a half will be paid for all work performed in excess of eight hours in one day or over 40 hours in one week. On unscheduled overtime, after three hours, the city will pay one-half hour straight time and enough time to eat, over eight hours, the employee will take time to eat.
      (2)   Time and a half will be paid to Police Department employees for all hours worked in excess of ten hours in any 24-hour period, or for all hours worked in excess of 40 hours in any workweek.
      (3)   Police Department employees will receive time and a half pay on their first regular day off, double time pay on their second regular day off, and time and a half pay on their third day off.
      (4)   Police Department employees will receive time and a half for mandated training outside of their regular work schedule.
   (C)   Longevity pay.
      (1)   Longevity pay for the City Police Department will be paid upon the basis of $3 per week for each year of service.
      (2)   Longevity pay for the civil city and the utilities will be paid upon the basis of $2 per week for each year of service.
   (D)   Shift differential. In the event that an employee worked the second or third shift, the shift differential will be $.25 per hour for second shift and $.50 per hour for third shift. All employees who are called out will receive two hours overtime. Call outs for snow removal will be paid at four hours overtime.
   (E)   Sick days.
      (1)   Each employee shall be entitled to nine days of sick leave per year with pay upon notice given to the Superintendent or any other person in charge. The employee must call in the first day off. These days shall not exceed 100 days or a maximum of 800 hours. Of the nine sick days, each employee shall be entitled to five personal days per year.
      (2)   Under the sick pay incentive plan, the city agrees to pay $600 to any employee that misses zero sick time during a calendar year. The four personal days or days taken without an excuse cannot be used. The employee cannot report to work sick in order to collect the incentive pay, or take time off without pay. An employee that is absent due to work-related injuries, recognized by worker's compensation, that must use their sick time during this period will not be excluded from this benefit.
   (F)   Clothing allowance. Each uniformed police officer shall be allotted $700 per year for a clothing allowance; uniformed firefighters and EMS personnel will receive $500 per year for uniforms. Employees will receive $100 per year for shoe allowance.
   (G)   Vacations.
      (1)   Full-time employees with one year seniority shall receive one week (40 hours) vacation with pay.
         (a)   Regular and Police Department employees will receive 40 hours.
         (b)   EMS employees will receive 42 hours.
         (c)   Fire Department employees will receive 48 hours.
      (2)   Full-time employees with two years seniority shall receive two weeks (80 hours) vacation with pay.
         (a)   Regular and Police Department employees will receive 80 hours.
         (b)   EMS employees will receive 84 hours.
         (c)   Fire Department employees will receive 96 hours.
      (3)   Full-time employees with five years seniority shall receive three weeks (120 hours) vacation with pay.
         (a)   Regular and Police Department employees will receive 120 hours.
         (b)   EMS employees will receive 126 hours.
         (c)   Fire Department employees will receive 144 hours.
      (4)   Full-time employees with 12 years seniority shall receive four weeks (160 hours) vacation with pay.
         (a)   Regular and Police Department employees will receive 160 hours.
         (b)   EMS employees will receive 168 hours.
         (c)   Fire Department employees will receive 192 hours.
      (5)   Full-time employees with over 15 years seniority shall receive one day vacation with pay for each year over 15 years, plus four weeks (160 hours) vacation with pay.
         (a)   Regular and Police Department employees will receive 160 hours, plus one day for each year after 15 years.
         (b)   EMS employees will receive 168 hours, plus one day for each year after 15 years.
         (c)   Fire Department employees will receive 192 hours, plus one day for each year after 15 years.
      (6)   Full-time employees must have worked 60% of the work days during the one year preceding the anniversary date of his or her latest employment in order to be entitled to vacation.
      (7)   Employees who quit or are discharged after one year of employment shall receive vacation pay based on 1/12 for each month of vacation pay due. Employees who retire prior to their anniversary date shall receive pay based on 1/12 for each month worked in the vacation year. Vacation pay for deceased employees shall be paid to the employee's heir or estate.
   (H)   Holidays.
      (1)   All regular employees who do not perform work on the following holidays shall receive eight hours pay at the regular rate of pay.
         New Year's Day
         Martin Luther King's Birthday
         Presidents' Day
         Good Friday
         Memorial Day
         Independence Day
         Labor Day
         Veterans Day
         Thanksgiving and the day after Thanksgiving
         Christmas Eve
         Christmas Day
         The employee's birthday
         * If Election Day is to become a National Holiday, Presidents' Day will be removed.
      (2)   If the employee performs work on one of these holidays, he or she will receive eight hours holiday pay at the regular rate in addition to straight time for hours worked, and double time pay for hours worked on the holiday.
         (a)   Police Department employees who perform work on the above listed holidays shall receive ten hours pay at the employee's regular rate of pay in addition to double time pay for all hours worked on the holiday. Police Department employees working the holiday will receive double time on the actual holiday.
         (b)   EMS employees who perform work on the above listed holidays shall receive 12 hours pay at the regular rate of pay in addition to double time pay for all hours worked on holiday. If an EMT is called in on the holiday and it is their regular scheduled day off then they shall receive holiday pay at double time in addition to their regular pay; if they trade their regular shift and it is a holiday, there is no double time pay. EMS employees working the holiday will receive double time on the actual holiday.
         (c)   Fire Department employees who perform work on the above listed holidays shall receive 18 hours at the regular rate of pay in addition to double time pay for all hours worked on the holiday (unless it falls on Thanksgiving or Christmas holiday where employee works both holidays in a row they shall receive 24 hours pay at the regular rate of pay in addition to double time pay for all hours worked on the holiday). Fire employees working the holiday will receive double time on the actual holiday.
      (3)   Employees putting up flags on holidays shall receive four hours pay for putting up flags at overtime rate, or holiday rate on holidays. This work is to be done on a rotating basis for Parks and Electric Department.
   (I)   All regular full-time police officers will receive their handguns at retirement.
   (J)   The city agrees to pay medical insurance premiums for a family plan for all employees at retirement until age 65. The family plan includes prescription drug coverage. This will include previous retirees until they turn 65.
   (K)   All civil city employees' hospitalization will be paid minus $1 per year. Also included is a life insurance policy for two times the employee's annual salary and double indemnity for accidental death.
   (L)   All civil city employees', police clerks', and utility workers' contributions to the Public Employees Retirement Fund, 3% of the gross wage, will be paid by the city.
   (M)   Pension. The city will contribute $1.25 per each hour worked into the employee’s Union Pension Fund. The employee will contribute $3.10 per each hour worked into their Union Pension Fund for a total of $4.35 per each hour worked. The city will pay $114.00 per week for the Mayor and Clerk-Treasurer. This will be in effect until December 31, 2012.
   (N)   All retirees may have accumulated sick days paid in full of accumulated days at retirement.
   (O)   An employee shall be allowed up to three days of leave with pay in case of the death of his or her parents, siblings, spouse, grandparent, child, including step-relatives, grandchildren - pending, mother-in-law, or father-in-law, if such employee was scheduled to work on such day or days. An employee will not be eligible for such pay on any day following the day of the funeral.
   (P)   The city agrees to abide by all ADA and Family Leave regulations.
   (Q)   The city agrees to pay for continuing education of any and all schooling as long as it is job-related.
   (R)   The employer agrees to give the employee a 15-minute break each morning and each afternoon.
   (S)   The employer agrees to allow each employee 30 minutes for lunch.
   (T)   The employer agrees to allow each employee five minutes for cleanup prior to lunch breaks and five minutes before quitting time.
   (U)   All safety forces will take breaks and eat as time permits during their schedule.
   (V)   All employees' fringe benefits and other working conditions are in the Collective Bargaining Agreement between the city and the International Association of Machinists and Aerospace Workers and Local Union No. 1391.
   (W)   All non-union employees' and appointees' benefits and other working conditions include the benefits contained in Articles IV, V Section I, VI, VII, X, XI and XIII of the Collective Bargaining Agreement between the city and the International Association of Machinists and Aerospace Workers and Local Union No. 1391.
