§ 155.002 DESIGN.
   (A)   It is not the intent of this chapter to take away from the designing engineer any responsibility for the technical adequacy of his or her design or freedom to use his or her engineering judgment and discretion in the practice of his or her profession. It is recognized that matters of engineering design cannot be set out in writing to cover all situations. Any design methods or criteria different than that listed will receive consideration for approval, provided the proposed variances and the reasons for their use are submitted to the City Engineer.
   (B)   The City Engineer, at any time during design or construction, shall have the authority to modify any engineering or construction detail, whenever required for the protection of the public interest.
