As a condition precedent to approval of a plat of subdivision of and within the city, all improvements required by this chapter shall be completed prior to the filing of the final record plat with the Plan Commission. The improvements shall be installed in accordance with the standards set forth or authorized to be set forth in this chapter and under the supervision of the officials herein designated.
