§ 130.02 CONGREGATING IN PUBLIC PLACES.
   It shall be unlawful for any person to congregate in, or cause to be congregated, a crowd of three or more persons upon or in any public place so as to obstruct the same or so as to hinder or annoy passers-by or occupants of adjacent premises or so as to interfere with the normal activities of the premises.
