Operation of any junkyard or dealing in junk in violation of this subchapter is declared to be a common nuisance and shall constitute an actionable nuisance maintainable by this city or any of its citizens by a suit for injunction to restrain the violation of this subchapter and by a suit for mandatory injunction to restore premises to a use not in violation of this subchapter.
