Not less than three days nor more than ten days prior to a hearing on the revocation of a license or permit, the Council shall have served on the licensee or permittee either personally or on the person in charge of the place of activity operated under the license or permit, a notice of the time and place of the hearing and directing the licensee or permittee to show cause why the license or permit should not be revoked.
