(A) Unless otherwise provided, application for a license or permit shall be made in writing to the Clerk-Treasurer upon forms provided by the city, and the applicant shall state the location of the proposed activity and any other facts as may be required for or be applicable to the granting of a license or permit.
(B) The fees required for any license or permit shall be paid at the office of the Clerk-Treasurer before the granting of the license or permit. No fee paid shall be refunded unless the license or permit is denied.

(C) The fee for those business licenses set forth in this chapter shall be in the amount of $50, or such fee as shall later be determined to be reasonable by the Clerk-Treasurer.
