(A) It shall be unlawful for any person to overload such vehicles. Each operator of such a vehicle shall cover the contents or shall convey the contents in tightly secured and covered boxes or other containers.
(B) In case any of the contents of such vehicles shall become blown or scattered upon any public street, alley or other public way or place in the city, the person in charge thereof shall immediately gather up or cause to be gathered up any such blown or scattered material.
