The Superintendent of Utilities, or his or her designee, where premises are in violation of any section of this chapter, is empowered to enter upon the premises and may thereupon correct the unclean conditions and place a lien on such land in the same amount as it costs the city to so do. The land owner shall also be liable in an action to recover penalties hereinafter set forth.
