Whenever any vehicle shall be found to be standing or parked on any street in violation of this chapter during a declared snow emergency, the vehicle may be removed, towed or conveyed by or at the direction of any member of the Police Department of the city by means of towing the same or otherwise to any motor vehicle pound.
