The Chief of Police, Fire Chief or the Superintendent of Utilities may cause any vehicle unlawfully parked and any vehicle though otherwise lawfully parked, but which in the particular situation (for example, parade, fire, ruptured utility line, snow, and the like) is in danger itself or interferes with coping with the situation to be moved and/or impounded without prior notice to the owner.
