It shall be unlawful for the owner and/or operator of any vehicle to refuse to move a vehicle otherwise lawfully parked or stopped when so requested by a police officer or the operator of an emergency vehicle (for example, ambulance, firefighting apparatus, utility department truck, snow plow, and the like) while discharging his or her duties as such operator.
