(A) The Chief of Police or any other person authorized by the Mayor and the Common Council shall cause the curbs to be painted yellow and signs to be posted in all areas where parking is limited or prohibited indicating such limitations or prohibitions.
(B) The painting of a curb yellow shall be notice that no parking is permitted at any time unless a sign otherwise stating is posted there. In such instance, the information on the sign shall be controlling.
