The ordinances, resolutions, proposals, notices, orders or other matters adopted by the Common Council shall be recorded by the Clerk-Treasurer in the minute books of the Council, and a copy kept in a file. Due proof of publication of all matters requiring publication together with the affidavit of the printer or publisher shall be obtained by the Clerk-Treasurer and attached to the original of each item adopted by the Council in the minute book of the Council.
