(A) Annual permits.
(1) Issuance. The Chief of Police may issue annually a special parking permit under the following circumstances:
(a) Where there is no driveway into real estate from a public street;
(b) The only access to the real estate is over and across a parking area of a public street controlled by a parking zone;
(c) The occupant of the real estate is a resident homeowner or resident tenant of the real estate or a school; and
(d) The occupant of the real estate is a firm, corporation, partnership or individual who is the proprietor of a business and who either owns the real estate or is a tenant of the real estate and a proprietor of a business located on the real estate.
(2) Provisions.
(a) The occupant and the owner of the vehicle must be the same person.
(b) The occupant must make application for the permit and shall include the following in the application:
1. Vehicle year;
2. Make of vehicle;
3. Model of vehicle; and
4. Vehicle license number.
(c) The permit shall be for 24 months from the date of issuance.
(d) The permit shall be issued without charge to the applicant.
(e) No more than two permits shall be issued for each parcel of real estate.
(f) No more than ten permits shall be issued to a school.
(g) In the event of multiple interests in the real estate, the permit shall be issued only to the person whose name first appears on the deed of conveyance or leasehold interest or to the surviving joint tenant.
(h) Any permit issued hereunder shall not be assignable.
(i) Two identified vehicles may be parked within the city block upon which the real estate faces.
(j) The vehicle shall not be subject to penalties or violations for parking beyond the time limit of the parking zone.
(k) The vehicle shall be subject to those restrictions set forth in Chapter 75 regarding street sweeping.
(B) Three hour permit.
(1) Issuance. The Chief of Police may issue a three hour permit placard as a special parking permit on the following circumstances:
(a) The access to the real estate is over and across the parking area of a public street controlled by a parking zone; and
(b) The occupant of the real estate is a firm, corporation, partnership or individual who is the proprietor of a business and who either owns real estate or is a tenant of the real estate. The proprietor of a business must in the ordinary course of business have customers on a regular basis who ordinarily use the city streets for parking.
(2) Provisions. The Chief of Police shall issue parking placards to individuals described in subsection (B)(1)(b) for the purpose of allowing the business occupant to temporarily transfer the placard to a business customer.
(a) The parking placard shall be issued without charge to the applicant.
(b) No more than three parking placards shall be issued for each parcel of real estate.
(c) In the event of multiple ownership of real estate, parking placards shall be issued only to the person whose name first appears on the deed of conveyance or leasehold interest or to the surviving joint tenant.
(d) Each parking placard shall be assignable to a business customer for a period not to exceed three hours.
(e) A vehicle containing a parking placard shall not be subject to penalties or violations for parking beyond the time limit of the parking zone.
(f) A vehicle containing a parking placard shall be subject to those restrictions set forth in Chapter 75 regarding street sweeping.
(C) Jury permit. The Chief of Police shall issue jury parking permits to the Judge of the Dearborn Circuit Court and the Dearborn County Court to be issued to citizens summoned to jury duty.
(D) Form of permit. The Chief of Police shall prepare permits, placards and application forms which shall be approved by the Board of Public Works.
