Municipal utilities including water and sewer shall not be provided to any customer outside the corporate limits of the city unless the customer first follows the policy now established.
(A) The potential customer first contacts the City Utilities Director who will consult with the Board of Works regarding the project. The Board of Works will forward a recommendation to the Common Council regarding the proposed extension.
(B) The potential customer must then appear before the City Plan Commission for a recommendation to the Common Council regarding the proposed extension.
(C) The potential customer must then appear before the Common Council for preliminary approval.
(D) The potential customer is then required to execute and place on file with the city a waiver of remonstrance granting the city the ability to annex the property served by the utility extension at the city's discretion.
(E) The potential customer must agree in writing to pay the entire cost of the extension and/or install the necessary lines up to the city's specifications including a city tap-in, permits and inspection fees prior to acceptance by the city. The potential customer must also accept responsibility for any and all other local, state or federal requirements or fees including the acquisition of easements.
(F) The customer must then submit a request to the Common Council for final approval.
