§ 36.13 NONREVERTING BLOCKWATCHER FUND.
   The city establishes a cumulative, Nonreverting Blockwatcher Fund. This Fund shall be dedicated solely to the establishment and maintenance of a blockwatcher program for the city. This Fund, per State Board of Accounts instruction, shall be separate from and independent of the yearly operating budget of the city.
