There shall be established a cumulative, nonreverting fund known as the Nonreverting Self-Insurance Disaster Fund. The Mayor shall have the power to declare that there is an emergency situation resulting from a disaster, naturally covered or otherwise. The Mayor may further authorize the transfer of funds from that Fund for the purpose of covering expenses of the city resulting from the disaster.
