(A) The Senior Citizen Nonreverting Operating Fund was established in 1993, and the city hereby ratifies said establishment as a cumulative, non-reverting fund.
(B) These funds are subject to appropriation by the Common Council on a yearly basis and will be funded by monies received from gaming funds.
(C) This fund shall be spent when necessary with approval of City Council.
(D) This fund shall be separate from and independent of the yearly riverboat budget.
