It shall be unlawful to place any garbage container in any street or alley where it is practicable to place it upon the householder’s premises and in any event, such garbage container shall be placed in a protected area where it cannot be reached by domestic animals or other animals. It shall remain the responsibility of the householder to keep the refuse containerized until it is collected. Garbage containers will be placed out for collection at those times and places set by the Board of Public Works and Safety; provided that no refuse shall be set out for collection sooner than 6:00 p.m. on the day before scheduled collection. The property owner must replace the container on his or her own property no later than 6.00 p.m. of the day of collection.
