§ 51.04 COVERINGS.
   The body of all conveyances of every kind and character used in the collection, hauling and transportation of garbage and rubbish shall be so covered as to eliminate flies and keep garbage and rubbish from falling, blowing or being scattered from such vehicle or conveyance.
