The city shall furnish firefighting equipment and personnel for use by its personnel only outside its boundaries, as provided in the tentative mutual fire aid program as provided for herein, or in any mutual fire aid program agreed to as provided herein, to any area that has agreed to conform to the program and has assumed the obligations imposed upon it thereby.
