§ 155.132 SPECIAL PROVISIONS.
   (A)   All materials, equipment and construction methods shall meet the requirements of the latest versions of the Indiana Department of Transportation (INDOT) Standard Specifications including Recurring Special Provisions and/or Supplemental Specifications.
   (B)   Hot mix asphalt (HMA) pavement.
      (1)   Description.
         (a)   This work shall consist of one or more courses of HMA base, intermediate, or surface mixtures produced and placed in accordance with INDOT Specifications, Section 402 with exceptions as noted herein.
         (b)   All mixtures must be produced by an INDOT-certified HMA plant in accordance with a quality control plan approved by an INDOT District Division of Materials and Tests.
      (2)   Mixture type. The mixture types shall be Type A, B, or C as shown on the Unit Bid Sheet. HMA mixtures shall be produced in accordance with INDOT Specifications, Section 402.05.
      (3)   Surface aggregate type. For Type C mixtures, surface aggregates shall meet the requirements for less than 10,000,000 ESAL in INDOT Specifications, Section 904.03(d).
      (4)   Density. Density for all mixture types will be controlled by INDOT Specifications, Section 402.15. Density testing will be performed by the city’s independent testing firm. The asphalt should be placed at 92% to 96% of the relative density as determined by the Marshall Value.

      (5)   Recycled asphalt pavement (RAP).
         (a)   Recycled materials, up to 25%, may be used as a substitute for a portion of the new material required to produce HMA mixtures.
         (b)   When using greater than 15% RAP, the PG Binders listed in the above table shall be changed as follows:
            (1)   PG 64-22 to PG 58-28;
            (2)   PG 76-22 to PG 70-28.
      (6)   PG binder grade. Asphalt binder grades shall be as listed in the above table for Type A, B, and C mixtures.
      (7)   Acceptance of mixtures. Acceptance shall be based on INDOT Specifications, Section 402.09. The certification form in Exhibit “A” attached to Ordinance 16-2020 shall be submitted for each day mixture is delivered to the project.
   (C)   All work on the specified projects shall be completed within ten calendar days after excavation has occurred.
