§ 34.04 APPOINTMENT OF REGULAR POLICE OFFICERS.
   The Board of Public Works and Safety shall appoint as many regular police officers to the Police Department as may be necessary for the proper and efficient management of the Department. The Board shall have the power to discipline and promote members of the Department.
