§ 33.05 PROCEDURE FOR OPENING MAIL.
   (A)   The Clerk-Treasurer will open any mail addressed generally to the city, to any department of the city, to any board of the city, or to any office of the city that does not satisfy the substance of division (B) below.
   (B)   The Clerk-Treasurer's office will not open and will forward to the appropriate person (the "recipient") any mail individually addressed by name to any employee, elected official, officer, board member or other individual associated with the city, except for mail that is addressed to the Clerk-Treasurer or any person directly associated with the office of the Clerk-Treasurer of the city.
   (C)   If the Clerk-Treasurer determines that his or her office is not the proper recipient of any mail that has been opened by the Clerk-Treasurer's office, the Clerk-Treasurer's office shall make a photocopy of the envelope, retain the photocopy and forward the mail to the appropriate recipient.
   (D)   If a recipient determines that he or she is not the proper recipient of any mail that has been forwarded by the Clerk-Treasurer, the recipient shall make a photocopy of the envelope, retain the photocopy and forward the mail back to the Clerk-Treasurer.
   (E)   If the name of an employee, elected official, officer, board member, department head or other individual associated with the city is on the envelope, the envelope will not be opened by the Clerk-Treasurer, even though there may also be on that envelope the general address of either the department, board, or the city.
