(A) The Clerk-Treasurer shall, upon consideration of the application and the reports, recommendations and certificate required to be attached thereto, approve or reject the application. If the application is rejected, the applicant may request a hearing to offer evidence why the application should be reconsidered.
(B) The Clerk-Treasurer shall provide the reasons for rejecting the application and any evidence pertinent to the rejection at the hearing.
