§ 113.39 DRIVER’S LICENSE-REQUIRED.
   No person shall drive or allow a vehicle to be driven for hire upon the streets of the city, unless the driver of such taxicab shall have first obtained and have then in force a taxicab driver’s license issued under the provisions of this section.
