§ 113.21 REFUSAL TO CONVEY ORDERLY PASSENGERS PROHIBITED.
   No driver of a taxicab may refuse or neglect to convey any orderly person upon request anywhere in the city, unless previously engaged or unable or forbidden by the provisions of this section to do so, if such person agrees to pay the fare for the use of the taxicab. However, the driver may comply with reasonable rules and policies of the taxicab company made for the safety and comfort of drivers and passengers.
