§ 113.12 REFUSAL TO PAY LEGAL FARE.
   (A)   No person shall refuse to pay the legal fare of any taxicab mentioned in this section after having hired the taxicab.
   (B)   No person shall hire any taxicab with intent to defraud the person from whom it is hired of the value of such service.
