No person shall operate a golf cart within the city unless the golf cart is registered with the city. To register a golf cart, the owner shall present proof of financial responsibility to the Clerk-Treasurer, and pay the initial registration fee of $50 to the city through the Clerk-Treasurer. The owner must affix the registration sticker issued by the Clerk-Treasurer upon the back of the golf cart so that it is clearly visible from behind. For every year thereafter, the owner may renew his/her registration with the Clerk-Treasurer, upon presentment of financial responsibility, for a renewal fee of $5. Otherwise, all registrations expire December 31 of each year.
