§ 3-5-1-7. CREATION OF A NEW LAWRENCE COMPREHENSIVE PLAN AND ZONING ORDINANCE.
   (A)   The Lawrence planning staff, Lawrence Plan Commission, and Lawrence Board of Zoning Appeals are hereafter directed to undertake a review of all applicable planning and zoning ordinances, applications, forms, permits, fees, rules, procedures, or other similar planning and zoning documents and materials, and to take all necessary and appropriate action to provide for adequate and proper planning and zoning for the City, including but not limited to making such publications, amendments, revisions, or recommendations as may be necessary or appropriate in furtherance of their functions or Lawrence's operation under the advisory planning law. No later than September 1, 2022, the Plan Commission shall prepare, conduct public hearings, and recommend to the Common Council the following:
      (1)   A comprehensive plan for the physical development of the City and other tools useful for implementing the comprehensive plan;
      (2)   A zoning ordinance and zoning map;
      (3)   A subdivision control ordinance;
      (4)   A historic preservation plan as needed for any historic district;
      (5)   A capital improvement program; and
      (6)   A program for citizen education in planning and good public relations in the community.
   (B)   The Plan Commission shall also:
      (1)   Review all petitions for amendments to the zoning ordinance and map and recommend their approval or disapproval to the Common Council;
      (2)   Review and approve or disapprove subdivision plats;
      (3)   Perform special studies as requested by the Common Council;
      (4)   Hold public hearings, as necessary, to receive comments from the public concerning the creation of, and any changes to, the comprehensive plan, zoning ordinance, and other land use control regulations;
      (5)   Review and revise the comprehensive plan, zoning ordinance, subdivision regulations, and capital improvement programs to keep them up to date and adjusted to changing conditions; and
      (6)   Provide day-to-day advice and guidance to individuals regarding physical development, zoning, and code regulations.
