§ 6-1-2-4. REGULATIONS GOVERNING USE OF PARK FACILITIES.
   The Board of Parks and Recreation shall establish rules and regulations governing the use of park facilities by the public.
§ 6-1-2-5. FEES AND CHARGES.
   (A)   The Board shall, wherever possible, make parks and recreation services available to the public free of charge.
   (B)   In cases where a fee must be charged in order to provide particular services, the fee rate shall be established and approved by the Board of Parks and Recreation.
§ 6-1-2-6. ESTABLISHMENT OF NONREVERTING OPERATING FUND.
   (A)   A special nonreverting operating fund is hereby established within the Department of Parks and Recreation, pursuant to I.C. 36-10-3-22.
   (B)   Funds received by the Department of Parks and Recreation from the operation of all programs and concession stands shall be deposited into the special nonreverting operating fund.
   (C)   Expenditures from this fund may be made by the Board of Parks and Recreation with appropriation, only on approved claims allowed by the Board of Public Works and Safety.
   (D)   Umpires for softball leagues played through the City of Lawrence Department of Parks and Recreation shall be paid on a contractual basis at a rate in accordance with the Amateur Softball Association rules and regulations as established annually.

§ 6-1-2-7. ADVISORY COUNCIL AND/OR SPECIAL COMMITTEES.
   (A)   The Board of Parks and Recreation may, from time to time, appoint an Advisory Council or special committees to study problems or subjects specified by the Board and then report back to the Board their recommendations.
   (B)   The Advisory Council and/or special committees shall be established in accordance with the provisions of I.C. 36-10-3-17.
