§ 6-1-1-8. BOARD DUTIES.
   The Board shall perform the following duties:
   (A)   Exercise supervision of and make rules for the Department;
   (B)   Establish rules and regulations governing the use of all parks and recreation facilities by the public;
   (C)   See that police protection is provided for parks and recreation property and activities;
   (D)   Appoint necessary administrative officers of the Department and fix their duties;
   (E)   Establish standards and qualifications, without regard to political affiliation, for all Department employees;
   (F)   Make an annual report to the Mayor and Common Council concerning the operation of the Department and its programs;
   (G)   Prepare and submit an annual budget to the Common Council;
   (H)   Fix the compensation of Department officers and employees subject to the provisions of I.C. 36-4-7; and
   (I)   Perform all other duties required by law.
