The City of Lawrence delegates to the Board of Public Works and Safety the authority to adopt, amend or repeal regulations, policies, design criteria, procedures, master plans, standards for the preparation of “as-built” record drawings, standards for testing, inspection and final acceptance of drainage improvements, and standards for achieving storm water quality which more specifically deal with the subject matter of the standards found in this chapter. The provisions of these regulations shall be consistent with the standards of this chapter. Any conflict between these standards and the regulations shall be reconciled in favor of the standards. Before adopting, amending or repealing any regulations, the Board of Public Works and Safety shall follow the adoption procedures prescribed by law.
