§ 5-2-6-18. EXECUTION OF COVENANT.
   Where the City Civil Engineer determines that such is necessary in order to achieve satisfactory present and future drainage of a parcel of land for which a storm water permit is sought and the area surrounding that parcel, the City Civil Engineer may, as a prerequisite to the issuance of a storm water permit, require the execution of covenants and/or easements running in form to the City of Lawrence by the owner or owners of the parcel. As a minimum in such cases, the City Civil Engineer shall require that the following covenant be executed by the owner or owners of the land which will be included in a recorded plat:
   “It shall be the responsibility of the owner of any lot or parcel of land within the area of this plat to comply at all times with the provisions of the storm water plan as approved for this plat by the Lawrence City Civil Engineer and the requirements of the storm water permits for this plat issued by the Lawrence City Civil Engineer.”
