If the land alteration for which the permit has been issued has not commenced within one year from the date of its issuance, or the storm water activity is only partially completed and no substantial land alterations have occurred on the site for a period of one year, the permit shall expire by operation of law and no longer be of any force or affect; provided, the City Civil Engineer may, for good cause shown in writing, extend the validity of the permit for an additional period of time not to exceed one year.
