In order to obtain a storm water permit, the permit applicant shall:
(A) Be the person responsible for accomplishing the land alteration for which the storm water permit is to be issued;
(B) Be in substantial compliance, as determined by the City Civil Engineer, with all other previously approved storm water permits;
(C) Be in compliance with all provisions of this chapter; and
(D) Have paid in full all fees, including inspection fees, funds or other costs required by this chapter.
