Any land alteration must be accomplished in conformity with all storm water management requirements. Where any apparent conflict exists between the storm water management requirements of this chapter and similar requirements of any local, state or federal agency which has jurisdiction over the work, involved, the most stringent requirements shall be applicable. Except for the foregoing, compliance with any other applicable provision of law, chapter, overlay district or regulation shall not excuse noncompliance with this chapter. Nor does this chapter excuse noncompliance with any other applicable law, chapter or regulation of any applicable governmental agency.
