This section applies to any appliance or item, including, but not limited to, refrigerators, air conditioners and water coolers, which contain or have contained any form of refrigerant. Any appliance or item as described above may be placed for and will be collected as a part of the municipal trash collection service if, but only if, all refrigerant first has been removed from such appliance or item by a professional who is licensed to perform such refrigerant removal and a trade standard certificate evidencing such licensed professional removal of the refrigerant is firmly and permanently affixed to such appliance or item by the licensed professional providing such service. If such certificate is not firmly and permanently affixed and evident on such appliance or item, the appliance or item shall not be collected by the municipal trash collection service.
