(A) The Board shall publish a collection schedule, which shall provide for a minimum of one pickup per household per week. Garbage and trash collection service shall only be provided for one- or two-family dwellings. No garbage and trash collection service shall be provided for business, commercial or industrial properties, or apartment or condominium communities.
(B) Residents shall adhere to the day provided for the collection of the garbage and trash within their respective areas and shall not cause any container to be set out prior to 6:00 p.m. on the evening prior to the day of collection in their area, and shall cause the garbage and trash containers to be removed from public view not later than 6:00 p.m. on the day the collection of the garbage and trash has been made.
(C) Under the trash and garbage collection schedule, none of the following items shall be included for pickup service:
(1) The portion of solid waste which cannot be processed at a facility, which would have a reasonable possibility of causing a threat to health, safety or property;
(2) Construction debris;
(3) Institutional solid waste;
(4) Commercial and industrial refuse;
(5) Large dead animals;
(6) Hazardous waste;
(7) Offal waste;
(8) Stable matter;
(9) Vegetable waste; and
(10) Other solid waste that is subject to additional governmental regulations or special handling requirements in collection, transportation, processing or disposal as a result of the characteristics of, or processes which generate, such waste.
(D) All containers containing garbage or trash for collection shall be placed within three feet of the public street and easily accessible to the collecting equipment.
(E) No container shall be placed in any manner that would block the free flow of pedestrian or vehicular traffic using any sidewalk, public right-of-way or thoroughfare of the City.
