Prior to the issuance of any street construction permit or the commencement of any construction hereunder, the applicant shall execute an agreement with the Board, which will provide that:
(A) The Board shall employ an inspector of its choosing to inspect the construction work in progress to ensure that the construction meets the requirements and specifications of this code and the approved construction plans;
(B) The applicant shall reimburse the Board for the cost of the inspection services at a rate to be determined at the time of execution of the agreement, with 50% of the estimated cost to be paid in advance on or before the date of approval of the permit, and the remaining balance to be paid when construction is completed;
(C) Upon completion of construction, the inspector shall certify to the Board the compliance of the construction with the requirements and specifications of this code and the approved construction plans thereof, including any approved change orders thereof; and
(D) No action respecting acceptance of the streets or release of any performance bond required by this chapter shall be taken until the applicant has reimbursed the Board in full for the inspection services.
