(A) The Board shall, after receipt of any application for a street construction permit, review the application for compliance with the requirements and specifications of this code.
(B) If the Board determines that the requirements and specifications of this code have been met, the Board shall set a date for the final hearing on the application and shall notify the applicant in writing at least seven days prior to the date and time of the hearing, unless the notice requirement is waived in writing by the applicant.
(C) If the Board determines that the requirements and specifications of this code have not been met, the applicant shall be notified immediately. The applicant shall then make all revisions, alterations, corrections and/or additions necessary to meet the requirements and specifications, and upon determination by the Board that the requirements and specifications have been met, the Board shall set a date for the final hearing and notify the applicant as hereinbefore specified.
