Application fees are intended to compensate only for the administrative cost of the processing of the application. The applicant shall reimburse the City for all time of the City Civil Engineer or his or her designee utilized in all phases of the review of the construction plans. The reimbursement shall be at the rate of $80 per hour. The City Civil Engineer shall provide a detailed itemization of the time utilized in the plan review. The plan review fee shall be paid prior to issuance of the construction permit. In the event no construction permit is issued, the plan review fee shall be due upon demand. The City may recover costs of collection and reasonable attorney’s fees if referred to an attorney for collection. Issuance of a construction permit relative to plans which do not comply with the City’s minimum requirements shall not relieve the applicant of the responsibility of complying with all City standards and specifications.
