A construction permit shall not be issued for a sanitary sewer lift station until an economic analysis identifies to the satisfaction of the Director that the lift station exhibits a lower 50-year life cycle cost than a gravity sewer, both of which shall be sized to serve the service area as described in § 5-1-6-4. Where undue hardship is imposed by this requirement, the Director may waive the economic analysis.
