(A) It shall be unlawful for any person to cause or allow the construction or modification of any sanitary sewer or sanitary sewer lift station without first obtaining a valid construction permit issued by the Director and IDEM; provided, however, a sanitary sewer construction permit shall not be required for maintenance work performed by or on behalf of the City.
(B) The Department may deny permits to any applicant who is currently in violation of this Article 1 or any applicable regulations.
