Except for building sewers serving single- or double-family residences, or single-owner industrial facilities, connection permits will not be issued for building sewers exceeding 600 feet in length as measured from the outside of the building to the center of the public sewer, unless the sewer is constructed in a dedicated easement or right-of-way in accordance with Chapter 6 of this Article 1. No more than 100 feet of a building sewer shall exist within a public right-of-way.
