§ 5-1-1-1. PURPOSE AND POLICY.
   (A)   This Article 1 sets forth uniform requirements for discharges into, the construction of and additions to the City of Lawrence’s wastewater collection system. These requirements enable the City to protect public health, to ensure a sound sewer infrastructure system and to comply with local, state and federal laws applicable to the wastewater collection and treatment systems.
   (B)   The objectives of this Article 1 are to:
      (1)   Prevent the introduction of pollutants into the City of Lawrence’s wastewater collection system which will interfere with the normal operation of the system or contaminate or inhibit or impair the treatment of the City’s wastewater;
      (2)   Prevent the introduction of pollutants into the City of Lawrence’s wastewater collection system which do not receive adequate treatment at any subsequent wastewater treatment works, and which will pass through the wastewater collection system and the City of Indianapolis’ Southport Advanced Wastewater Treatment Works into receiving waters or the atmosphere;
      (3)   Prevent the introduction of infiltration and inflow into the wastewater collection system which will occupy capacity reserved for community growth; and
      (4)   Ensure that the construction of new sanitary sewers will be designed and constructed according to sound minimum engineering standards and to accommodate for future growth of the City of Lawrence infrastructure.
   (C)   This Article 1 provides for the regulation of discharges into the City’s wastewater collection system through the issuance of industrial discharge and building permits, the execution of special agreements and the enforcement of administrative regulations.
   (D)   In furtherance of these objectives, this Article 1 details the general regulation of discharges to public sewers, the issuance of connecting permits for building sewers, the inspection of building sewers, the issuance of construction permits for sewer expansions, the issuance of discharge permits for industrial users of the system, the establishment of a system of rates, charges and billings for the use of the system, and regulations for private disposal facilities.
